Universities, companies and Locti in Venezuela

CONSIDERATIONS, SCOPE, IMPACT

We have always insisted, have both written in magazines, newspapers, as well as seminars, conferences we have participated, the little importance that the university authorities given to the optimization of human talent, so to ensure scholarship, development of science and technology that support the country.

To the extent that economic openings have become dynamic, where competition is generating more aggressive threats but also opportunities, even in developing countries as in our case, universities need not only identify with the scope, impact generated by the development technology and science, but knowing how to use its human and involve them in solving problems, as the case of domestic companies face many and great impact on the economy.

The universities, the State and of course, companies can not ignore the characteristics of the current scenarios, where increasingly technological development is required, proper use of science knowledge that should be duly reflected in research lines provide solutions to problems are also giving way to the proposals, models that support the industries concerned on behalf of a Venezuela that increasingly requires team building, cohesive and integrated economic programs established by the State .

The current national government, under President Hugo Chavez has realized that it represents and promulgated the Law on Science, Technology and Innovation (LOCTI). Law which aims to rescue, revive the binding participation, effective, productive state, universities (our interest to study), so that benefits everyone, especially the country that for decades has remained stagnant in these topics.

It should be noted that the LOCTI have its legal basis in Article 110 of the Constitution, apart from establishing the national and public interest in science, technology and innovation, it also establishes the principle of shared responsibility for the development of scientific, technological and innovation, which must necessarily exist between the private and public sector.

The Deputy Minister of Planning of Popular Power for Science and Technology, Luis Marcano Gonzalez has expressed respect that seeks social appropriation of knowledge to promote social inclusion and limit the gap in Venezuelan society, to seek scientific and technological independence, to contribute to security and sovereignty of the nation.

The other criteria are essential to ensure knowledge of life and peace is also an ethical statement and strengthening the National System of Science, Technology and Innovation. Marcano remember that there are five equilibria of the National Economic and Social Development, adopted at its second part in this new constitutional period, these being the economic balance, balance social, political, territorial and international.

We hope that this initiative of the Government, to support technology development and science, is a fact, more in a setting like this, where the characteristics of universities specifically, show major weaknesses, which can be reduced by:

.- Low participation of universities in solving national problems, especially in the productive sector, professional contributions consonant with the needs that arise.

Boxes .- No research, teaching, research identified with national problems.

.- No binding integrative national universities through research lines to help provide answers to the main economic, technological faced.

.- Lack of involvement and participation of universities with economic programs of the State.

.- Lack of business involvement with universities that requires more integration in order to bring these, collaboration in training, training of technicians, professionals able to interpret the needs of the environment and better optimize the management of economic resources.
